<p>The purpose of the present invention is to enable high-precision spectrum degradation compensation to be performed even when a mixture of linear devices and a non-linear device is provided. Processing for compensating for spectrum degradation caused by linear devices (11, 12) and a non-linear device (13) is performed by linear degradation compensation units (21, 22) and a non-linear degradation compensation unit (23) that correspond to the devices on a one-to-one basis.
