A mobile communication system for providing support for D2D communication, which is a direct device-to-device wireless communication, is provided with a user terminal for transmitting and receiving discovery signals for carrying out a process for discovering a communication partner terminal for D2D communication, and a base station for transmitting discovery resource information indicating the wireless resource to be used in the transmission and reception of the discovery signals. Upon receiving the discovery resource information from the base station, the user terminal transmits and receives the discovery signals by using the wireless resource specified in the received discovery resource information.
