The present invention comprises an inner tube, a flow valve, upper and lower discharge lines, and a control unit. The inner tube is filled with working fluid, and a piston sliding up and down is mounted on the inner tube. The inner space of the inner tube is divided into upper and lower spaces by a piston head. One side of the flow valve is connected to a pump and an accumulator and the other side is connected to the divided upper and lower spaces of the inner tube by the upper and lower lines, respectively. An opening and closing unit is placed in the flow valve so that the flow valve selectively connects the pump to the upper or lower line. The upper and lower discharge lines respectively connect the accumulator to the divided upper and lower spaces of the inner tube.
