PROBLEM TO BE SOLVED: To provide: a conductive polymer dispersion for manufacturing a solid electrolytic capacitor, with which a solid electrolytic capacitor having excellent ESR, electrostatic capacity and withstand voltage can be manufactured; and a solid electrolytic capacitor manufactured using the conductive polymer dispersion.SOLUTION: A conductive polymer dispersion for manufacturing a solid electrolytic capacitor contains at least a phosphate compound represented by the following formula (1), a conductive polymer and a dispersion medium. A solid electrolytic capacitor is manufactured using the conductive polymer dispersion.
