The present invention provides a pipe loading system and a pipe loading method, the pipe loading method comprising the followings: transporting a drilling pipe, which is combined in three stages, to a pipe holding unit; transporting the drilling pipe, which is stored and held in the pipe holding unit for a drilling operation, to a rotary table; placing the drilling pipe inside the pipe holding unit after the drilling pipe is used for drilling; and moving the three-stage pipe and disassembling the pipe. The pipe loading system, breaking from conventional pipe transporting structure, in which one pipe transporter moves in longitudinal and transverse directions, comprising a two-stage pipe transporting structure in which one transporter moves only in longitudinal and transverse directions and the other transporter moves only in a longitudinal direction, thereby making transportation distance shortened and significantly reducing loading hours.
