The present invention relates to a non-latex cosmetic puff manufacturing method and a non-latex cosmetic puff according to the same and more specifically, to a non-latex cosmetic puff manufacturing method which can freely mold a shape of a cosmetic puff and provide various types of puffs to consumers by manufacturing a non-latex cosmetic puff through a pretreatment step (S100); a molding step (S200); and a step of finishing products and shipping (S300) and to a non-latex cosmetic puff according to the same. In addition, the present invention does not require a grinder process for manufacturing a cosmetic puff thereby improving productivity of products and easily mass-producing products. Also, by replacing expensive natural latex, producing costs are saved thereby providing high-quality products to consumers at lower costs.
