The present invention relates to a waste sludge disposal treatment and a bio-coal manufacturing system and method using waste oil. The present invention comprises: a separating basin which receives the waste oil from a waste oil storage, divides the waste oil into oil and waste (water, salts, etc.), and discharges the waste to outside; a waste oil heater which heats the separated oil to more than a predetermined temperature after receiving from the separating basin; a waste sludge fryer which fries more than one of waste sludge or waste fiber supplied from the waste sludge storage and the waste fiber storage; a deoiling and drying device which deoils and dries the waste sludge and the waste fiber which are fried in the waste sludge fryer; and a pallet shaping device which shapes the deoiled and dried waste sludge and waste fiber in the deoiling and drying device in a pallet shape.
