The present invention relates to a lower panel for a railway vehicle and, specifically, to a lower panel for a railway vehicle having a noise absorption function smoothly and continuously absorbing and eliminating noises generated by operation of main functional devices installed at a lower part of the railway vehicle and noises generated when the railway vehicle runs by arranging a foaming body with irregularly formed porous recesses on the overall portions thereof, thereby realizes comfortable and quiet running environment and, also, solves an unpleasant feeling of a passenger. The lower panel for the railway vehicle forms a sandwich panel structure by comprising: a core material made up of the foaming body forming the irregularly formed porous recesses; and a front skin member and a rear skin member formed on both surfaces of the core material.
