The purpose of the present invention is to ensure the safety of work, increase workability, and reduce construction period by lifting and mounting an entire upper structure with the panel structure for the upper structure manufactured on the ground in advance after dividing a construction work of an onshore platform having an upper structure and a lower structure into parallel works to separately construct each structure in a yard assembling space on the ground. To achieve the purpose, the method for constructing an onshore platform having an upper structure (12) and a lower structure (14) by installing a roof panel in advance includes: a step of separately manufacturing the upper structure (12) and the lower structure (14) in a yard assembling space on the ground; a step of installing a panel structure (18), which is a roof panel, on the top of the upper structure (12); a step of lifting and mounting the entire upper structure mounted with the panel structure (18) on an assembling location on the lower structure; and a step of binding an assembling portion between the upper structure (12) and lower structure (14) and installing all kinds of duct equipment including a duct in the upper structure (12).
