An adaptive non-real-time traffic control method using billing information, a terminal for the same, and a policy providing device are disclosed. Provided is the policy providing device, and the device comprises: a communication unit for receiving a policy request signal including terminal identification information and network identification information for a route network used as the route of the traffic from the terminal in a process for generating a policy to control the traffic; a device association unit for receiving billing information lists from a billing information management device; a policy determination unit for confirming the existence of differential policy information in each rate system corresponding to the terminal identification information within the received billing information list and for generating a policy response signal including a determined policy based on a confirmation result; and a policy transmission unit for transmitting the policy response signal to the terminal.
