The present invention relates to a rotary power generating apparatus which generates rotary power by changing a straight line motion into a rotary motion by using a complex pulley, gravity, and a hydraulic system. The present invention is able to obtain great rotational energy of one direction in a rotary shaft while a free wheel rotary body rotates by: respectively pulling up several weights of an up and down motion to each of hydraulic cylinders which generate straight line energy; properly adjusting weights of both sides by using a fixed pulley and a movable pulley or using a weight for the balance control of a pulling side; then continuously dropping the weights of the up and down motion at fixed time intervals after pulling up the weights of the up and down motion to the hydraulic cylinder with less power; and rotating the free wheel rotary body in a straight line motion which drops by gravity of the weights of the up and down motion.
