Provided are: a device which uses a transition metal such as Ni as a main component of a positive electrode active material, while using a halogen as a carrier, and which operates at or near room temperature; and a secondary battery. This device is provided with a positive electrode active material and an electrolyte solution in which the positive electrode active material is immersed. The positive electrode active material is a transition metal selected from among V, Ni and Fe or a chloride of the transition metal. The electrolyte solution contains AlCl3 and a salt that is composed of an organic cation and a halogen, and the mixing molar ratio of AlCl3 to the salt is set at from 1.02:1.0 to 1.5:1.0.
