Provided are polyisocyanurate foam formed by polymerizing a polyol based compound and an isocyanate based compound, and a thermosetting foaming body which includes a nucleating agent and a flame retardant and has 310°C or higher of thermal decomposition starting temperature by a thermogravimetric analyzation method. In addition, the present invention provides a method for manufacturing the thermosetting foaming body having 310°C or higher of thermal decomposition starting temperature by a thermogravimetric analyzation method which comprises the steps of: mixing a polyol based compound with a nucleating agent; adding the flame retardant to a mixture of the polyol based compound and nucleating agent; and stirring the isocyanate based compound with the mixture obtained by adding the flame retardant and polymerizing the polyisocyanurate.
