PROBLEM TO BE SOLVED: To provide a program which determines an upper limit of a multiplicity limit value capable of maintaining a response time within an allowable range.SOLUTION: Determination means 2 determines whether a response time of each transaction exceeds a predefined allowable time. First calculation means 3 calculates average multiplicity of processes executed in parallel by a server in a particular layer during an aggregation period based on each transaction information of a plurality of transactions. Second calculation means 4 calculates a total progress quantity in the aggregation period based on each transaction information of transactions whose response time does not exceed the allowable time. Determination means 5 determines a threshold of multiplicity whose total amount of progress quantity begins to decrease as the multiplicity increases.
