PROBLEM TO BE SOLVED: To provide a moving image decoding technique which highly efficiently achieves parallel processing of motion compensation prediction for collectively compensating and predicting motion of a plurality of adjacent prediction blocks.SOLUTION: In a decoder, a coupling motion information candidate list generating section derives a plurality of coupling information candidates used in common when information showing whether a coupling motion information candidate used in common to all prediction blocks in a decoding block is to be derived or not is information showing that the coupling motion information candidate used in common is to be derived. A coupling motion information selecting section selects one coupling motion information candidate from the plurality of coupling motion information candidates in response to a candidate specification index and uses the one selected coupling motion information candidate in a prediction block of a decoding object. The plurality of coupling motion information candidates include motion information on a plurality of blocks adjacent to the prediction block of the decoding object. |
