PROBLEM TO BE SOLVED: To promote collection of portable terminals which users keep.SOLUTION: A hoarded terminal specification unit 71 of a management server device specifies a production number of a communication terminal which is hoarded by a user on the basis of registration content of a contract state management DB 122. A notification destination specification unit 72 specifies a mail address of another communication terminal which is associated with a user ID same as the product number specified by the hoarded terminal specification unit 71, in the contract state management DB 122. A message generation unit 76 generates a message which prompts a user of the hoarded terminal to provide the hoarded terminal, with the mail address specified by the notification destination specification unit 72 destination set as a destination. A transmission unit 77 transmits the message generated by the message generation unit 76 through a communication unit 15.
