PROBLEM TO BE SOLVED: To reduce the amount of used carbon dioxide and shorten the time required for neutralization by devising a mode of introducing carbon dioxide.SOLUTION: A neutralization device 100 is provided with a bubbling part 130 which neutralizes waste water 102, generated by bringing cement into contact with water, by bubbling it with carbon dioxide bubbles having an average bubble diameter of not more than 2.5 mm, whereby the dissolution efficiency of carbon dioxide into the waste water 102 can be improved to shorten the time required for neutralizing the waste water 102. |
