According to an embodiment of the present invention, an apparatus for evaluating pickling properties comprises: a color difference measuring unit which measures a color difference value of a moving material in order to determine the pickling properties thereof by comparing with a set color difference value; and a moving unit which is connected with the color difference measuring unit in order to move the color difference measuring unit by corresponding the proceeding of the material. In addition, according to an embodiment of the present invention, a method for evaluating pickling properties comprises: a measuring step which measures a color difference value of the surface of a material after pickling using the apparatus for evaluating pickling properties; and a comparing step which compares the measured color difference value with a set color difference value in order to determine the degree of removing scale by the pickling.
