PROBLEM TO BE SOLVED: To advantageously select a use frequency even when moving.SOLUTION: A communication device stores and holds region information showing a scheduled moving range; transmits the information to a database; receives an effective frequency information list which shows a frequency available in common in all ranges shown by the region information and is transmitted from the database as information corresponding to the region information; and selects a use frequency from the effective frequency information list. The database stores and holds information on a frequency available in each mesh obtained by dividing a controlled geographic region, as available frequency information for each mesh; receives the region information showing the scheduled moving range from the communication device; investigates which mesh of the meshes corresponds to the received region and identifies the mesh as a region correspondence mesh; creates a list showing a frequency available in common in all region correspondence meshes, as the effective frequency information list on the basis of the available frequency information for each mesh; and provides the list for the communication device.
