PROBLEM TO BE SOLVED: To suppress unnecessary line changeover caused by erroneous detection of a silent fail.SOLUTION: A hot standby line changeover device comprises: operation monitoring means which collects device state information showing an operation state and a setting state of the whole hot standby line changeover device from device control means for controlling the operation state and setting of the whole hot standby line changeover device, and outputs specific state information when the device state information shows a specific state in which a silent fail is necessarily generated or detected; and changeover monitoring means which detects a silent fail on the basis of monitoring information related to a signal received from an opposite station and output by reception means, and transmits, through transmission means, a changeover control signal for requesting the opposite station to perform changeover of a system configuration of a transmission system in a case that the operation monitoring means does not output specific state information and suppresses output of the changeover control signal in a case that the operation monitoring means outputs the specific state information. |
