PROBLEM TO BE SOLVED: To provide a washing toilet seat device for not only washing a private part in washing, but capable of washing a wide range with the private part as a center, and a portable toilet device with a washing toilet seat.SOLUTION: A portable toilet device 1 with a washing toilet seat includes: a nozzle unit 31d having a nozzle 33 in which a buttocks jet hole 31d or a bidet jet hole 33f is formed; and longitudinal movement means 35a and lateral movement means 35b for driving the nozzle unit. The longitudinal movement means and lateral movement means are operated in connection with each other and driven so that washing water draws a circular orbit.
