PROBLEM TO BE SOLVED: To reconfigure a virtual network seamlessly.SOLUTION: An ACCN router 10 has a reconfiguration necessary/unnecessary determination section 11, an ACCN router determination section 12, and a VCCN reconfiguration section 13. The reconfiguration necessary/unnecessary determination section 11 determines necessity of reconfiguration of the VCCN. The ACCN router determination section 12, when the reconfiguration necessary/unnecessary determination section 11 determines the VCCN reconfiguration is necessary, determines the ACCN router for operating a VCCN router which is a controlled target in the VCCN out of the ACCN routers other than the ACCN router 10. The VCCN reconfiguration section 13 requests the ACCN router determined by the ACCN router determination section 12 to control the VCCN router.
