PROBLEM TO BE SOLVED: To provide a metal oxide thin film substrate which may improve light confinement efficiency or light extraction efficiency and a method of manufacturing the substrate, and a photoelectric cell and an organic light-emitting element including the substrate.SOLUTION: A metal oxide thin film substrate includes: a base substrate; and a metal oxide thin film which is formed on the base substrate and has voids to scatter light formed inside. There are also provided a manufacturing method of the metal oxide thin film substrate, and a photoelectric cell and an organic light-emitting element including the substrate.
