PROBLEM TO BE SOLVED: To provide an optical transmitting and receiving apparatus, an optical transmission system and a multi-core optical fiber, which cause an optical signal not to pass through another core but to optically couple an optical element with the core, in a constitution using an optical transmission line including a plurality of cores hierarchically arranged.SOLUTION: An optical transmission system 1 comprises: a surface-emitting semiconductor laser 20 including a light output surface 20a having a plurality of light-emitting parts 210 outputting a plurality of optical signals, and a mounting surface 20b opposite to the light output surface 20a; and a multi-core optical fiber 3 including a plurality of cores 20a that are individually optically coupled with the plurality of light-emitting parts 210 via a reflection surface 32a formed at one end and hierarchically arranged to the light output surface 20a. The plurality of cores 30 are arranged so that an optical path 23 connecting the light-emitting parts 210 and the cores 30 corresponding thereto does not pass through the other cores 30.
