摘要 PROBLEM TO BE SOLVED: To provide a rolling facility and a rolling method in cold tandem rolling capable of the stable cold tandem rolling, and capable of reducing a manufacturing cost, without causing a slip, chattering and seizure, up to a thin material of easily causing a lubrication shortage from a thick material of easily causing lubrication excess, by one emulsion lubricating oil circulating supply system.SOLUTION: The rolling facility is constituted of a plurality of rolling stands having upper-lower work rolls, and rolls a metallic strip by the cold tandem rolling. The rolling facility is provided with an injection mechanism for injecting emulsion lubricating oil into the upper-lower work rolls, a circulating mechanism for circulating the emulsion lubricating oil, an electrostatic coating apparatus for electrostatically coating an undiluted solution of the emulsion lubricating oil on obverse-reverse surfaces of the metallic strip on the upstream side of at least one rolling stand among the plurality of rolling stands and an earth device for earthing the metallic strip.
