PROBLEM TO BE SOLVED: To enable the determination, before moving tasks, as to whether a node of a movement destination can satisfy requests of all tasks after moving the tasks.SOLUTION: A virtual OS controller due to an embodiment includes a scheduler which acquires resources to a virtual machine for executing one or more tasks, calculates a ratio of an allocation time to a period of the resources, calculates a second processor use rate for processing a second traffic of the virtual machine by a processor from throughput when the processor processes a first traffic, a first use rate of the processor and an amount of the second traffic transmitted or received by the virtual machine, and acquires the total of the rate of one or more virtual machines and the second processor use rate. |
