PURPOSE: A method for variably controlling scroll speeds and a computer-readable recording medium are provided to additionally utilize an X axis when a user performs a selective operation on a list displayed on a display screen through the scrolling, thereby improving operation convenience. CONSTITUTION: A scroll icon capable of moving to a Y axis is implemented on a display. A Y axis moving request distance is sensed corresponding to a moving request of a user for the scroll icon to the Y axis (S14). An X axis moving request distance is sensed corresponding to the moving request of the user for a scroll icon to an X axis (S19). When the X axis moving request distance exceeds a threshold value, the scroll icon is moved and displayed to the X axis in order to correspond to the X axis moving request distance. A guideline for showing a change degree of a screen scroll effect corresponding to the scroll icon is displayed based on the scroll icon.
