PROBLEM TO BE SOLVED: To color a thick character portion (emphasis portion) in a monochromatic document to be easier to identify.SOLUTION: An image area separation unit 108 performs image area separation of a character area from data on a monochromatic document read by a scanner 101. In a control unit 109, a character pixel detection unit counts the number of pixels of characters in a main scanning direction and a sub scanning direction and a bold character determination unit determines a character as a bold character when the result of counting is larger than a predetermined threshold. A color conversion unit 104 converts the bold character to color data.
