PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor that suppresses a layer formed on a conductive substrate from being peeled off from the conductive substrate.SOLUTION: An electrophotographic photoreceptor includes a cylindrical conductive substrate 4 that has a thickness of 0.4 mm or more and 0.6 mm or less and the Young's modulus of 20 GPa or more and 80 GPa or less, and photosensitive layers provided on the conductive substrate; and the elastic deformation rate of an outermost surface layer (for example, surface protective layer 5) is 0.35 or more and 0.47 or less.
