<P>PROBLEM TO BE SOLVED: To provide a collection management system and a collection management method to perform collection work at an exact time with respect to a collection schedule time. <P>SOLUTION: A portable terminal 40 performs read processing on a block code and a delivery code when performing collection work, and performs specific processing on a collection regular route. The portable terminal 40 reads a bar code stuck on an inner wall of a mail box 10, obtains a post code and records the post code and a collection actual achievement time in an actual achievement time data storage area. When the collection work has completed, the portable terminal 40 performs data transmission processing to a management terminal 20, and the management terminal 20 connects the post code and the collection actual achievement time with the collection date, a block code, and a delivery code, and record them in the collection actual achievement database.
