PROBLEM TO BE SOLVED: To solve the problem that a carrier cannot be identified only from a telephone number due to the number portability system between mobile carriers, and it is difficult to properly implement an LCR function for a plurality of mobile carriers. SOLUTION: The carrier identifying means is provided for detecting a particular ring tone, which is transmitted in accordance with a call state of a device on the other end of the line, to identify a carrier. In addition to corresponding telephone number information in a telephone directory memory or a communication history memory, division information of the carrier identified (predetermined) by the carrier identifying means is stored. In the next and subsequent call, the division information of the carrier stored in the memory is read, a corresponding outgoing call line is captured by a corresponding line capturing means, and a call is transmitted.
