A control apparatus calculates an access frequency for a content item stored in each of a plurality of cache servers temporarily holding the content item based on a number of accesses to the content item, determines an arrangement of content items to the plurality of cache servers using at least one of load status of the plurality of cache servers, topology information of the mobile network, location information of a terminal requesting a content item, and the access frequency, instructs the plurality of cache servers to hold a content item according to the determined arrangement, and, upon reception of a request for a content item from a terminal, instructs a cache server holding the requested content item among the plurality of cache servers to send the requested content item via a packet forwarding apparatus. Congestion can be avoided when content is distributed in a mobile network. |
