PROBLEM TO BE SOLVED: To provide an electromagnetic characteristics measuring method, capable of highly accurately measuring a wide band of complex dielectric constants and complex magnetic permeabilities. SOLUTION: The electromagnetic characteristics measuring method is provided with steps of: measuring a complex transmission factor S<SB>21</SB>, by making electromagnetic waves H<SP>INC</SP>incident onto a coaxial line 10 loaded with a sample to be measured 20 with a void provided for its cross section perpendicular to a z-axis direction; and determining the complex dielectric constantεr of the sample to be measured 20 on the basis of the measured complex transmission factor S<SB>21</SB>, by dividing the space in the coaxial line 10 into a plurality of homogeneous regions so as to satisfy the continuous conditions of electromagnetic fields in the border planes of the regions.
