PROBLEM TO BE SOLVED: To provide a shore structure as countermeasure against tsunami, which significantly attenuates the energy of tsunami before the tsunami surges across the land, prevents the influence of the surging tsunami on a breakwater to the utmost extent, reduces the top edge height of a breakwater, ensures visibility or dwelling environment, and allows for rapid construction with reduced material cost. SOLUTION: A shore structure includes a concave groove part 20 bored under the ground surface along a shore 13 so as to drop tsunami to the inside, and a raising part 30 which is formed at least at the edge on the sea side of the concave groove part 20 so as to raise the drop height of tsunami.
