PROBLEM TO BE SOLVED: To provide a magnetic encoder constituted to suppress an interference with a magnetic flux while comprising an annular magnetic detecting element having a plurality of magnetization planes, and to provide a rotation detection device compactly composed by using the magnetic encoder. SOLUTION: In the magnetic encoder 4 including an annular magnetic element to be detected 5 having two magnetization planes 5a, 5b, coaxially mounted to a shaft rotating member 2a, and constituting the rotation detection device 3 of the shaft rotating member 2a, the annular magnetic element to be detected 5 is mounted to the shaft rotating member 2a through an annular core member 6 fitted to the shaft rotating member 2a, and the annular core member 6 includes a cylindrical section 6a coaxially fitted to the shaft rotating member 2a, and an annular support piece section 6b coaxially integrated with the cylindrical section 6a. In the annular magnetic element to be detected 5, two magnetization planes 5a, 5b are mutually oriented in the opposite direction, and integrally fixed to both surface of the annular support piece section 6b. The rotation detection device 3 includes the magnetic encoder 4, and the magnetic detecting element 8 attached to a member on the fixed side, and detecting a magnetic variation on two magnetization planes 5a, 5b due to a rotation of the annular magnetic element to be detected 5.
