<p><P>PROBLEM TO BE SOLVED: To provide a two-dimensional code generating device which creates a two-dimensional code with a high degree of freedom which can be read with a QR code decoder. <P>SOLUTION: The two-dimensional code generating device generates the two-dimensional code so as to set up a large range of filler bits excluding information bits from an information block. For achieving this, termination information of the information bits is added to the information to be coded, and a redundant information bit is added succeeding the terminal information. The device includes each processing device for the steps.
