PROBLEM TO BE SOLVED: To provide a rubber composition having more improved low heat build-up, and capable of sufficiently maintaining the operability, and to provide a tire using the rubber composition. SOLUTION: The rubber composition is obtained by compounding 10-130 pts.mass of hydrous silicic acid having 50-250 m<SP>2</SP>/g surface area measured by the adsorption of cetyltrimethylammonium bromide (CTAB), and satisfying the relation of the inequality (1): Y<5.00+0.47×X (wherein, Y is a percentage of a reduced mass when heated at 750°C for 3 hr; and X is a percentage of a reduced mass when heated at 105°C for 2 hr) with 100 pts.mass of a rubber component containing≥10 mass% of a modified conjugated diene-based polymer having at least one or more kinds of functional groups, and further compounding 10-20 pts.mass of a silane coupling agent based on 100 pts.mass of the hydrous silicic acid.
