PURPOSE: An IPTV set-top box device, a server, a method providing a cdn solution, and a system thereof are provided to supply safe service by blocking a speed decline when in a traffic congestion. CONSTITUTION: A first IPTV set-top box device(110) provides a first distribution file to a client terminal corresponding to a content transmission request. If connection disability occurred during providing the first distribution file, the first IPT set-top box device transmits disability information to a service management server(220) for moving a work load. |
