The present invention provides a system and a method for distinguishing an underground service conductor using harmonic waves, which are capable of grasping the connection between a consumer and a land-based transformer; and distinguishing a neighboring transformer connected to the consumer and distinguishing a phase of the transformer. The system for distinguishing an underground service conductor using harmonic waves includes a transmitter which is installed on the consumer and which transmits the information of the consumer and predetermined harmonic waves through an underground service conductor corresponding to one phase of a power line; and a receiver which is installed on the land-based transformer, receives the information of the consumer and the predetermined harmonic waves from the transmitter connected with the receiver through the underground service conductor, and distinguishes the phase information of the underground service conductor connected to each consumer.
