Disclosed is a device for preheating a transparent conductive film having a holder formed with heat-resistant fabrics and a tension system including a plurality of tension bodies to flatten the holder by pulling the holder from one flat surface to the outside. The tension system comprises a rigid body for fixing one lateral surface of the holder and a plurality of tension bodies for pulling the holder by pulling the rigid body. The tension bodies may be made of elastic bodies. According to the present invention, the weight of mounted equipment for a preheating process of transparent conductive films formed by sputtering can be reduced and the risk of deformation can be reduced in the preheating process of the transparent conductive films. Furthermore, the preheating device according to the present invention can reduce costs for installation and maintenance costs because production, maintenance and repair are easy.
