The present invention relates to a frequency generating device and a frequency generating method. According to the present invention, suggested is the frequency generating device which includes a current generating unit which varies a current quantity according to a temperature variation, a capacitor which is filled with charges by the current generating unit, a discharge circuit unit which discharges the capacitor by comparing the charging voltage of the capacitor with a preset first reference voltage, and an output signal generating unit which generates an output signal by comparing the charging voltage of the capacitor with a preset second reference voltage. The current generating unit varies the current quantity to constantly maintain the frequency of the output signal.
