PROBLEM TO BE SOLVED: To provide a changeover device for a communication line between a ship and the land that is able to prevent interruption of voice and image.SOLUTION: A changeover device for a communication line between a ship and the land 20 comprises: a packet interval measuring unit 22 which measures a transmission time interval of packets transmitted over a satellite channel among the satellite channel and a mobile phone line connecting between a PC 3 installed in a ship and a PC 33 installed on the land; and a communication line changeover unit 21 which switches from the satellite channel to the mobile phone line on the condition that the transmission time interval of packets is equal to or more than a predetermined threshold value. |
