PROBLEM TO BE SOLVED: To provide a waste liquor monitoring control technology aiming at reduction of an operator's burden by creating automatically an operation procedure other than a predetermined operation procedure.SOLUTION: A waste liquor monitoring control system 600 includes: a water tank selection part 1 which selects a transfer source water tank and a transfer destination water tank from among a plurality of water tanks to be connected for storing and transferring waste liquor; a leading-out part 2 which leads out a plurality of transfer routes of the waste liquor reaching the transfer destination water tank from the transfer source water tank; a holding part 3 which holds operation conditions of on-site equipment 73 predetermined for each water tank; a search part 4 which searches a transfer route in which a placed water tank satisfies the operation conditions 11 of the holding part 3, from among the plurality of lead out routes; and an external input/output part 5 which displays a list of the searched transfer route on a monitor 41.
