PROBLEM TO BE SOLVED: To thin a partial frame of an input image on a transmission device side, and also to highly accurately interpolate a thinned frame on a reception device side.SOLUTION: A transmission device 1 includes: time division unit 10 for determining a transmission frame and a thinning image; reference frame determination means for determining multiple groups of a motion estimation source image, a motion estimation destination image, and a motion compensation source image from the transmission frame; motion estimation unit 142 for determining a correspondence area similar to the block area of a motion estimation source image from a motion estimation destination image, and obtaining correspondence position relation between the block area of the motion estimation source image and the correspondence area of the motion estimation destination image; a motion compensation residual evaluation unit 143 for calculating a residual between an image obtained by motion-compensating a motion compensation source image to the frame position of the thinning image on the basis of the correspondence position relation and a thinning image for each block area; and determination unit 15 for generating determination information indicating validity of motion compensation for each block on the basis of a residual value. |
