PROBLEM TO BE SOLVED: To provide an observation support device, an observation support method, and a program which can prevent a measurement miss of a three-dimensional shape of an object of three-dimensional model formation.SOLUTION: An observation support device 1 is provided with an acquisition unit 210, a determination unit 220, and a generation unit 230. The acquisition unit 210 acquires observation information that can identify an observation direction vector showing an observation direction of an observation unit 100 that observes an object to be a three-dimensional model formation. The determination unit 220 determines whether or not observation of the object from the direction shown by an observed direction vector is completed according to the degree of coincidence between the observation direction vector identified by the observation information and the observed direction vector showing the direction heading for the object. The generation unit 230 generates completion information showing whether or not observation of the object from the direction shown by the observed direction vector is completed.
