PROBLEM TO BE SOLVED: To allow a plurality of user terminals to communicate with a game management device.SOLUTION: A matching device comprises: an acquisition unit that acquires a measurement result of a communication comfort degree indicating a degree of comfort of communication between a plurality of user terminals and a plurality of game management devices capable of communicating with each of the plurality of user terminals; and a control unit that associates a plurality of user terminals with which a game is played with the same game management device as a communication destination among the plurality of user terminals on the basis of the measurement result acquired by the acquisition unit.
