PROBLEM TO BE SOLVED: To form images capable of improving accuracy of character recognition on a printing medium.SOLUTION: An image forming unit 81 develops on a RAM images of document data to be printed, and forms images of dot patterns obtained by coding character codes of characters of images representing character strings in the images by overlapping on the characters or around the characters. An output unit 83 outputs the images of the character strings on which images of the dot patterns are formed to an image forming apparatus 4 in order to form the images of the character strings on a recording medium such as a paper.
