The device (3) has a running wheel (10) whose rotation line (2) is aligned parallel to a flow direction of a gaseous or liquid medium (4) i.e. water. Modules (6) comprise connection mechanisms (11) for force-fit and/or form-fit connection with an upstream module and a downstream module. The connection mechanisms comprise incident flow elements (1) for incident flow of the gaseous or liquid medium. The flow elements are arranged at the rotation line in form of a continuous or portion-wise helical helix, a twin helix, a three-fold helix, a four-fold helix, a five-oh helix or multiple helix.
