The present invention provides an assignment processing method, system, and apparatus. The method comprises: when the same type of packet resources are assigned to multiple terminals and the number of available USF values or the number of available TFI values in timeslot resources assigned in a first IPA message is less than the number of the multiple terminals, setting the first IPA message, and acquiring a second IPA message, so that the number of available USF values or the number of available TFI values in timeslot resources assigned in the second IPA message is greater than or equal to the number of the multiple terminals; and respectively sending the second IPA message to the multiple terminals, so that the multiple terminals respectively parse the second IPA message and acquire the allocated PDCH resources.
