PROBLEM TO BE SOLVED: To provide an optical modulation apparatus, an optical modulation system, and an optical modulation method, capable of generating a multivalued QAM signal with distortion less than that of a conventional configuration.SOLUTION: The optical modulation apparatus makes voltages of an I component driving signal and a Q component driving signal for driving an IQ modulator that outputs one symbol for a multivalued light QAM signal for each time slot by performing a quadrature amplitude modulation of continuous light, zero at the same time at a border of the time slots for a predetermined time period.
